the number "2" is always ( 二 : er4 ) :

When the number "2" is part of the number 12, 22, 32, 102 ..., it is always ( 二 : er4 ) :
十二, 九十二...
shi2 er4, jiu9 shi2 er4 ...

When the number "2" is used in the sense of ordering as second (2nd ) in English, it is always ( 二 : er4 ) :
二楼, 二街
二樓, 二街
er4 lou2, er4 jie1

When the number "2" occurs before a measurement word, it's ( 兩 : liang3 ) :
